Most call center jobs in developed countries have migrated to countries in the developed world, especially those with high literacy rates. As with all cases of outsourcing, this primarily because of the cost savings that all sorts of companies can garner by letting third party contractors handle routine tasks like customer service and technical support. This trend of outsourcing has been one of the factors that currently drive the growth of countries like the Philippines and India.
